Laricke Blanchard

Chancellor

Before joining USAA in October 2020, Laricke spent five years at Principal Financial Group as Assistant Vice President for Federal Government Relations. Previously he served as a political appointee at the Pension Benefit Guaranty Corporation (PBGC). As Deputy Director for Policy, he provided input and advice on legislative and regulatory issues regarding defined benefit pension plans and retirement security. Prior to joining PBGC, Laricke served at the Federal Reserve Board from 2002 to 2011 in the Congressional Liaison Office. He advised the Chairman, Governors and senior officials on legislative and policy matters. Before joining the Fed, Laricke worked at the Washington law firm Williams & Jensen as part of the financial institutions practice, then joined Citigroup as Vice President and Counsel. His earlier experience includes several years on Capitol Hill serving on the U.S. House Banking Committee (now the Financial Services Committee) and on the personal staff of Representative Floyd Flake (D-NY).

Laricke graduated with a B.A., cum laude, from Amherst College and received a J.D. from the George Washington University Law School. He is admitted to practice in the District of Columbia and New York. Laricke serves on the Board of Directors at the Congressional Management Foundation, the GW Law Alumni Association and the Washington Jesuit Academy. Also, he is a fellow at the Truman National Security Project.
